This shift in practice applies equally to approaches towards Resource Planning. By way of an example, the area of water resource management has been recently transformed by the adoption of the EU Water Framework Directive. This legislation is primarily a piece of environmental protection, requiring the protection or restoration of water bodies by a deadline, yet central to its implementation is the inclusion of stakeholders and the public in the decision making and management processes to as to maximise the utility and multifunctionality of individual rivers and lakes once ecological goals have been reached.
